Abstract:
In order to comprehensively diagnose the differences and problems in the development of parking facilities in each district and county of the city, a dynamic evaluation mechanism for urban-level parking facilities was established to improve the long-term management system of parking facilities. The development needs of urban parking facilities from the perspective of urban parking management was explored, a dynamic evaluation index system of city-level parking facilities was constructed from five criteria such as comprehensive urban parking management, parking facilities rationality, parking facilities supply and demand level, parking facilities informatization level, parking facilities management level. The needs of urban parking managers, parking lot operators, and parking lot users was taken into account, city-level parking facility dynamic evaluation index system was constructed by 31 indicators. For the data characteristics of the dynamic evaluation index of parking facilities, the method of dynamic evaluation of city-level parking facilities based on entropy value-rank sum ratio was proposed, the weights of evaluation indexes were determined by entropy value method, the independence of evaluation indexes was tested by rank-sum ratio, the development level of parking facilities was ranked and graded in each district and county, and the method was validated by the case study. The results show that the parking facilities management level and the parking facilities supply and demand level have a greater influence on the evaluation results in the criterion layer of the city-level parking facility dynamic evaluation index system, with the weights of 29.296% and 26.556% respectively. The index of comprehensive parking governance mechanism, the supply and demand ratio of on-street parking facilities, and the supply and demand ratio of allocated parking society have a greater influence on the evaluation results in the indexes layer. The development level of parking facilities in the 16 districts and counties in the case study is evaluated, and improvement measures are proposed for the evaluation results of Q, C and W districts. The research results reflect the development status of parking facilities in each district and county, and can be compared and fed back to each district through the annual dynamic evaluation mechanism, which provides a methodological reference for urban management decision makers to find the development problems of urban parking facilities.3 tabs, 3 figs, 25 refs.
