依据检索的2003~2024年国内外462篇相关文献,以政策目标、背景、实施过程、成效等为切入点,归纳了当前高速公路差异化收费领域的研究热点,总结了差异化收费政策从试点到推广的全过程,明确了政策实施过程中路段筛选、政策制定、政策后评价与优化调整4个核心步骤,分析了现有研究在各步骤面临的难点与不足,指出了高速公路差异化收费政策的未来发展趋势,并提出了实效建议。研究结果表明:现有研究较为重视高速公路差异化收费政策的制定环节,多基于量化分析,融合多维数据,衍生出丰富的实施方式和模型算法,促使政策制定环节更精益化地分路段实施,但仍缺乏在路段筛选环节的研究和指标支撑,筛选模型的普适性也有欠缺; 政策制定研究视角单一,且研究维度欠佳,缺乏针对客车的多维差异化收费方案和省级主管部门的指导意见; 后评价与优化调整环节中71.08%的研究将经济效益作为出发点,忽略了社会效益和可持续发展效益,且多为一次性优化,难以应对季节性交通流量变化,缺乏贯穿式实例研究; 未来精细化与多样化施政、公路网OD大数据应用、政策社会效益评估、后评价驱动政策优化等方向将成为高速公路差异化收费领域的研究热点及技术发展趋势。建议施政主体注重整体效益兼顾平衡,出台省级指导意见,构建全国案例库,强化政策后评价监测,并充分运用交通OD大数据,促进高速公路差异化收费政策科学有序发展。
Abstract:
Based on 462 domestic and international related literatures searched from 2003 to 2024, taking the policy objectives, background, implementation process and effectiveness as the penetration points, the current research hotspots in the field of differentiated charging on expressway were summarized, and the entire process of differentiated charging policy was outlined from pilot implementation to full-scale rollout. Four core steps in policy implementation, including route screening, policy formulation, policy post-evaluation and optimization and adjustment were clarified. Difficulties and shortcomings faced by existing studies at various steps were analyzed. Future development trend of differentiated charging policy on expressway was pointed out, and effective suggestions were put forward. The research results show that existing researches relatively focuses on the formulation stage of differentiated charging policy on expressway. They are mostly based on quantitative analysis and integrate multi-dimensional data to derived out rich implementation methods and model algorithms, so as to promote the policy-making stage more leanly and implement by road sections. However, the research and indicator support at the route screening stage, and the generalizability of screening models is also lacking. The policy formulation research perspective is narrow and the research dimensions are inadequate. There is a lack of multi-dimensional differentiated charging schemes for passenger vehicles and guidance from provincial authorities. In the policy post-evaluation stage and optimization and adjustment stage, 71.08% of the studies take economic benefit as the starting point, ignoring the social and sustainable development benefits, and most of them are single optimization, which are difficult to cope with seasonal traffic flow changes and lack penetrating case studies. In future, the directions of fine and diversified governance, road network OD big data application, policy social benefit assessment and post-evaluation-driven policy optimization will become research hotspots and technical development trends in the field of differentiated charging on expressway. It is recommended that the governance entities focus on the overall effectiveness while maintaining balance, issue provincial guidance, establish a national case base, strengthen the monitoring of policy post-evaluation, and fully utilize the traffic OD big data, to promote the scientific and orderly development of differentiated charging policy on expressway.5 tabs, 11 figs, 68 refs.
